:select a file and say save as..I hardly use winblowz so sorry I can't give you step by step instructions. You'll have to figure it out in your program. Some programs can do it all for you, essentially you have to have the file in raw format/uncompressed(that would be .wav). Then you encode that .wav file to mp3 using whatever program. That program will let you choose the bitrate you want it in. In linux you can do this by using mpg123 and any mp3 encoder on command line very easily.
